Don Richards, Budget and Fiscal Administrator, told the committee the reduction created an unintended consequence: "we identify some unintended consequences or conflicts when we're preparing the Joint Conference Committee Report," he said, explaining that the dollar‑for‑dollar reduction would fully pay for public school students' courses while leaving no funds for non‑public or home‑schooled students. Richards urged the committee to remove the provision to preserve funding availability for those students.
The language to be removed was described by Richards as appearing on page four, paragraph five of the conference committee report; the committee approved Senator Salazar's amendment to strike that provision. The committee then authorized staff to distribute the amended report and asked members to be prepared to present it to each chamber later that morning.
