Joe told the council he had tendered his resignation and is transitioning to a position in Dubo, thanking staff and elected officials for their work and saying the city has improved its financial position and reduced debt over four budget cycles. "This administration has laid a solid foundation and the city is in one of the best financial positions it's ever been in," he said.
Council then approved Resolution 26-14 to accept the resignation and a separation agreement, followed by Resolution 26-15 appointing Charles NMaker and Tim Brennan as interim co-city managers and approving interim employment assessments. The motions were moved and seconded on the floor and carried by voice vote.
Council discussed transition logistics during the meeting. The city manager noted city offices will be closed July 3 in observance of the national 250th anniversary. Councilmembers said the interim appointments are internal and intended to maintain operations while the council and staff prepare to recruit a permanent replacement.
The council scheduled further action on recruitment and related human-resources support, including a future discussion on HR consulting assistance and a 30-day advertisement window for the city manager position.
The council adjourned with the next regular meeting set for July 20 at 7 p.m.
