Orange County Board upholds most assessments, lowers two property values and reschedules one appeal

The Orange County Board of Equalization and Review met Jan. 28, 2026, and on the basis of county staff reports upheld most property assessments, reduced two property assessments to reflect condition or depreciation changes and agreed to reschedule one hearing after the appellant failed to appear.
The board, chaired by Leon Meyers, heard eight scheduled appeals. County appraisers reviewed each property’s record card, sales analyses and site conditions and presented recommendations to the board. In the majority of cases the board accepted the county’s recommendation to leave assessed values unchanged.
Notable outcomes included a decision to reduce the assessed value for 1819 Purefoy Drive to $551,000 after staff recommended additional depreciation and condition adjustments; the motion to change value was made by Barbara Levine, seconded by Shannon Julian, and carried with board members voting in favor. On a separate parcel, 8006 Sandberg Lane, the board approved a revised assessed value of $306,200 after applying additional physical depreciation and changing the dwelling’s condition to Fair. Those two reductions reflected staff findings about needed repairs, easements and effective age.
Several other appeals resulted in no change. The board accepted the county’s recommendation to maintain the assessed value for 210 Burnside Drive ($199,300) and for 107 Elfin Boulevard (no change). For the property at 507 North Street the board corrected the recorded building type from multi-family to single-family but left the total assessed value at $859,200.
One hearing—Doris M. Wilson’s appeal regarding alleged storm damage to 408 N. Hassell Street—was heard in the appellant’s absence. County staff recommended an adjusted assessed value of $388,300 based on a -10% land adjustment. After the hearing the appellant requested a reschedule; the board agreed to rescind the initial decision and set a new hearing for Feb. 4, 2026, on the condition that the appellant intends to submit new evidence.
The board also approved a consent agenda listing technical parcel corrections and clerical updates recommended by staff, including a corrected sketch and grade adjustments for several parcels. The session concluded with acceptance of the consent agenda and adjournment at 4:12 p.m.
