Committee to study water use for hydrogen and other consumptive uses after members urge broader scope

"I brought this forward, water use for hydrogen production," Representative Forstrom said, noting the issue surfaced late in the session and that the earlier committee meeting had little public input. Members questioned whether the study should be limited to hydrogen production or expanded to encompass broader definitions of "destruction" or consumptive use that could include industrial users such as data centers or fracking-related practices.
Representative Testic urged caution against narrowing the study, saying the bill in play addresses destruction of water more generally and that the committee should consider other forms of permanent water removal. Several members agreed the topic merits study in the interim and suggested combining overlapping proposals where appropriate.
The committee did not adopt formal study language at the meeting; members asked proponents to submit draft language to the chair so staff can prepare a consolidated proposal for Management Council consideration.
