Planning Agency backs special-exception support for Highland Outfitters gun and outdoor retail

The Douglass Township Planning Agency voted Sept. 12 to recommend support for a Special Exception allowing Highland Outfitters to occupy Unit 16 in the Gilbertsville Shopping Center for retail sales of sporting and outdoor equipment, firearms and related services.

Planning Agency member Ed Reitz moved the recommendation and Joe Richardson seconded; the motion passed unanimously. Agency members in attendance who voted Aye were Joe Richardson, Charles Rick, Mike Heydt, Ed Reitz, Sara Carpenter, Kim Stouch and Joan DiCicco.

Applicant Colin Temple said he currently operates out of a 400-square-foot home space and proposed moving inventory and operations to the former Marco’s Pizza storefront (Unit 16). Temple described the proposed store as selling camping, fishing and outdoor goods in addition to firearms and small-scale gunsmithing and repairs. He told the Agency the unit would use a locked entrance and steel door and operate a point-of-sale and inventory record system.

Agency members asked about the nature of the gunsmithing activity and whether it fit within the General Commercial district’s permitted uses; Temple said the work would be limited to small repairs and modifications rather than large-scale manufacturing. No public objections were recorded in the minutes.

The Agency’s recommendation is advisory to the Zoning Hearing Board, which has authority to grant or deny the requested Special Exception under local zoning procedures. The Planning Agency’s vote does not itself change any zoning approvals or permitting requirements. The Zoning Hearing Board and applicable licensing and federal regulations would govern the sale and transfer of firearms and any National Firearms Act–regulated items.

The Planning Agency’s next regular meeting is scheduled for Oct. 10, 2024 at 7:00 p.m.
