Douglass Planning Agency logs multiple subdivision reviews, sets deadlines for revisions

The Douglass Township Planning Agency on Oct. 10 reviewed several subdivision and land-development items and recorded deadlines for required revisions.
Terralead, LLC submitted a preliminary plan on Sept. 23, 2024 for 115 W. Moyer Road; the minutes state reviews by MCPC and Pennoni Engineering are pending. The Cobblestone Village development’s Transportation Impact Assessment was noted as reviewed by the township engineer. Manager Andrew Duncan briefed the agency and confirmed staff is tracking outstanding reviews for these projects.
Staff also reviewed active deadline items: the Holly Road Subdivision is awaiting final-plan revisions tied to an NPDES permit, stormwater calculations and traffic concerns; 650 Englesville Road (Madison Walk) is awaiting a final-plan submittal and clarification of phasing; and 749 Congo Road’s preliminary-plan approval (granted Sept. 23, 2024) remains valid for five years. The minutes list a Dec. 22, 2024 deadline for final materials related to 115 W. Moyer Road (90 days from the note in the record).
During the meeting Mr. Duncan said Montgomery County Open Space has a budget of $3.5 million and he plans to ask whether funds are available to assist with purchase of the Long Property on Jackson Road. The minutes also note that workshop discussions included possible Main Street and streetscape grant opportunities and that the Zoning Ordinance review is on hold until November; the next workshop is scheduled for Nov. 14.
The Planning Agency recommended approval of the Sept. 12 minutes (motion by Sara Carpenter, seconded by Mike Heydt) with a unanimous recorded roll-call of seven Aye votes, and later adjourned on a motion by Mike Heydt, seconded by Joe Richardson (seven Aye votes). No public comments were recorded at the meeting.
