At its Sept. 23 meeting the Douglass Township Board of Supervisors authorized payment of unpaid bills totaling $327,451.28, accepted a township engineer’s recommendation to release $21,224 from escrow for Zern Tract Phase II, and received the Treasurer’s and Police Department reports.
Treasurer Cynthia O'Donnell identified several expenditures charged to the township’s ARPA funds, including architecture work for the administration‑building renovation, paving and related work in the Twin Ponds development (Bechtelsville Asphalt; Bill Hood, Inc.), police vehicle outfitting and equipment purchases, roadside‑mowing and sweeping services, and other public‑works items. The Board moved to authorize payment of the listed unpaid bills and recorded aye votes for the motion.
O'Donnell also presented the 2025 minimum municipal obligation (MMO) figures: $395,922 for the Police (Uniform) Pension Plan and $185,638 for the Non‑Uniform Pension Plan. She said the figures are payroll‑based and will appear as a line item in the 2025 budget.
Engineer Allison Lee reported a site inspection and recommended release #14 for Zern Tract Phase II in the amount of $21,224; the Board approved the release and noted $1,068,429.81 remains in escrow for that development. A separate release for Zern Tract Phase III (Release #8) remained under review.
Chief Robert Evans provided department statistics for August (731 calls for service, 11 criminal investigations, 4 arrests, 57 traffic citations) and said Officer Delaney advanced to Phase 3 of field training with an expected completion in mid‑October. He announced the department will participate in the DEA Drug Take Back Program on Oct. 26 (10 a.m.–2 p.m.) and noted the department is scheduling interviews to fill one officer opening.
The actions recorded in the minutes were routine approvals and informational reports; the Board did not take additional budgetary action beyond authorizing payment of the bills and noting the MMO figures.
