Board approves $1.06M Country View escrow release, $88,184 Zern release and park payment; prelim plan resolution authorized for 749 Congo Road

The Douglass Township Board of Supervisors on Aug. 19 approved several engineering and planning actions recommended by the township engineer and solicitor.
Khal Hassan of Pennoni & Associates recommended releasing Escrow Release #2 for Country View Phase 3 in the amount of $1,065,734.88 following a site visit; the board approved the release. The township retains $2,094,280.64 in escrow for Country View after the release.
The board also approved Zern Tract Phase III Escrow Release #7 for $88,184.30, based on the engineer's recommendation, with $660,636.40 remaining in escrow for that project. Separately, the board approved Payment #2 to LB Construction Enterprises for the Douglass Park tennis/pickleball renovation in the amount of $52,126.20.
On land development, Solicitor Wendy McKenna reported that the 749 Congo Road proposal (58 acres in R‑1, 26 cluster homes) had planning‑agency recommendations for waivers and preliminary‑plan acceptance. The board authorized Solicitor McKenna to prepare a Preliminary Plan Resolution to formalize the township's review and next steps.
Chief Robert Evans requested switching the township's pending police vehicle order from a Chevrolet Tahoe to a 2025 Chevrolet Blazer EV, citing incentives and available grant funding. The board approved the change.
All motions described above passed with the board voting in favor (Bergstresser, Stouch and Carpenter). The approvals will permit funds to be released to developers and contractor payments to proceed; planning staff will return with a draft Preliminary Plan Resolution for the Congo Road project.
