Simsbury wetlands commission approves brook-bank stabilization at 25 Park Road with conditions

The Simsbury Inland Wetlands and Watercourses Commission approved a wetland permit on June 16 for brook-bank stabilization at 25 Park Road (Application CC #26-07), finding that suggested methods are not expected to have a significant impact on the watercourse.
Secretary Joseph Campolieta moved, seconded by Commissioner Charles Haldeman, that the commission approve the application of Roy Occhiogrosso for bank stabilization. The motion, recorded in the minutes, states in relevant part: "With the suggested methods for brook bank stabilization, the project is expected to not have a significant impact on watercourse." The motion carried unanimously (6-0-0).
The approval is subject to five conditions listed in the minutes: development in substantial conformance with the application information dated May 11, 2026 and the revised site plan dated June 16, 2026; installation and maintenance of erosion and sediment control measures during site work until soil areas are stabilized; compliance with the Connecticut Guidelines for Soil Erosion and Sediment Control (2024); removal of erosion-control measures upon stabilization when directed by the commission's agent; and at least 48 hours notice to the Inland Wetlands Agent prior to commencement of activities.
Assistant Town Planner Brittany MacGilpin and Chair Margery Winters told commissioners they had met the homeowner onsite and recommended creating a more moderate slope and planting deeper-rooted, wetland-dependent vegetation to improve long-term bank stability. The conditions and the plan-level revisions are intended to reduce erosion risk and limit sedimentation into the brook.
The commission’s action records the terms that will govern the work; any deviation or additional disturbance would require further review.
