Lincoln County commissioners approve grant support for Eureka School District; discuss animal control, HVAC bids and fire engine needs

The Lincoln County Board of Commissioners approved a letter of support for Eureka School District’s Infrastructure Planning grant application to fund water and wastewater planning needed for a proposed K–8 school, and discussed a range of operational items including animal-control funding, HVAC maintenance bids and public requests for fire-equipment help.
At the meeting, a speaker who identified herself as "Killing Cook," said she and her husband were engaged by the Eureka School District to pursue grants for a new K–8 facility and asked the county to sign a letter supporting an infrastructure-planning application due in August. Commissioners moved to approve the letter of support; the chair signed the document and the board directed staff to file it.
During board updates, commissioners said the Eureka Police Department will handle calls related to animal-control and will prepare a memorandum of understanding with a local shelter; commissioners noted the prior county agreement had expired. The board also discussed the city of Libby's proposed contribution toward municipal animal-control services, with figures cited in the discussion varying among $12,000, $15,000 and suggestions of a higher figure; commissioners agreed to place a fuller discussion on a future agenda to determine a firm contribution level.
County staff opened HVAC maintenance bids for county buildings. Three bids were presented: Comfort Systems USA at $16,354; Johnson Controls Inc., at $32,860 (with options for years two and three); and Columbia Mountain Mechanical at $10,010. Commissioners instructed staff (Joe) to review the proposals and return with a recommendation and a vote at next week's meeting.
In public comment, Vince Bakan asked how to apply for vacancies on the Lincoln County Port Authority for a family member; staff confirmed there are openings and gave application-deadline details. Tom Lane, who identified himself as the fire chief for a west-area fire service, said a structural engine has been out of service about nine months and that repair costs exceed the vehicle's value; he asked the board to consider assistance or placement on a future agenda. The board said the engine item will be added to next week's agenda for further consideration.
Other updates included progress on ARPA-funded work for the Eureka Fairgrounds (out to bid after the fair), a pending college roof-repair procurement (bid ad to run next Wednesday), and Port Authority work on classifying a pond/swim facility for insurance and public-safety rules. Commissioners adjourned with routine business concluded.
Next steps: staff will file the signed support letter, return with a recommendation on HVAC bids at the next meeting, and place the fire engine replacement discussion on next week's agenda.
