Commission approves perpetual road surfacing plan for Northstar Landing to mitigate dust

County planning staff presented a perpetual road surfacing and dust-mitigation plan required by condition six of the Northstar Landing preliminary plat. Staff said Montana law requires subdivisions to demonstrate they will not adversely affect public health and air quality, and that the proposed plan, if included in the required road maintenance agreement, shows reasonable provisions to control dust.
"This agreement is perpetual and cannot be rescinded unless the county or state agrees to maintain the roadway," staff said, noting that dust-control maintenance will be the responsibility of the Northstar Landing Homeowners Association and that changes to the plan would require governing-body approval. Staff recommended approval of the plan subject to its inclusion in the maintenance agreement.
A commissioner moved to approve the perpetual road surfacing plan and another seconded. During discussion, an applicant representative (identified as Larry) confirmed some inspections and permits remain outstanding and said he expects to submit the septic permit materials and move toward final plat steps next week. There were no public comments before the vote, which the board approved.
