Commissioners approve Norgard Trailhead grant, extend Route 56 RV permit and act on lakeshore requests

In planning items, the commission granted a one-year extension to the Route 56 RV Park application, moving its deadline to July 15, 2026, after staff reported that septic, highway approach and gravel surfacing work are near completion.
On lakeshore permits, the board approved a lakeshore permit and variance for a floating dock on Bull Lake, finding the proposed structure would match surrounding docks and not materially diminish water quality or habitat; eight conditions were attached. For a Dicki (Dicki) Lake application, commissioners approved a floating-dock permit but denied a requested variance for a proposed 150-foot gravel path and bank alteration because planning staff and commissioners were not satisfied with slope-stability and erosion-control plans; they encouraged alternatives such as a narrower access or a non-cut stairway and asked the applicant to resubmit with more stabilization detail.
The board also reviewed a petition to divide estate land (estate of Valerie C. Sarf) and authorized staff to send a letter to the district court stating that, based on limited information, they found no intent to evade subdivision review and recommending conditions for emergency access, securing water rights and fire-risk reduction if the court orders a division without MSPA subdivision review.
Action and next steps: the Norgard award and the Route 56 extension were approved; the Dicki Lake variance was denied and the applicant invited to resubmit more complete bank-stabilization plans; staff will transmit the county’s comments to the court on the estate division.
