Lincoln County reviews bids for college roof and fairgrounds sewer project; one roof bid is substantially lower

Artisan Commercial Roofing’s bid was $647,770 and included contingency pricing for rotted wood replacement and other potential repairs to meet R30 code. Advanced Roofing submitted a lower-cost proposal of $189,647 that proposed removing the existing membrane, installing a new single-ply membrane overlay and unit pricing to replace wet or damaged insulation found when membranes are stripped.
The owner of Advanced Roofing said his team took multiple core samples and that an overlay would allow a 20-year NDL warranty while replacing wet insulation as needed. "What we would do is strip the existing membrane, we'll thoroughly inspect the existing insulation. If we find any wet or damaged insulation, we will replace it," the owner said, adding an insulation-replacement unit price of $3.79 per square foot and an estimate that replacing 100% of insulation would likely not exceed $150,000. Representatives from Artisan and Brick said their core samples showed saturated insulation and recommended inspecting the plywood decking for rot and meeting the R30 requirement for a flat roof.
Commissioners said they will review the bids with the county engineer to confirm specifications and code compliance before making an award decision.
On the Lincoln County Fairgrounds sewer project, three bids were opened: Noble Excavating ($518,500), Amus Creek Contracting ($545,999) and a bid from TCI recorded in the transcript as "615,27" (amount unclear in the record). Bid documents indicate work is to be substantially completed on or before Dec. 15; county staff asked the county engineer to review the schedules and confirm compliance with scope and timelines before recommendation.
What happens next: county engineering staff will review both bid packages and report recommendations to the board before any contract awards are authorized.
