Mayflower council adopts fire-code and zoning changes, orders property cleanups and a pump purchase

The Mayflower City Council on May 27 adopted two emergency ordinances and approved several resolutions after brief discussion.
Ordinance 2025-03, described by the council as technical corrections to the Mayflower Fire Department provisions of the municipal code, was read by title only after the council suspended the rules and then adopted both the ordinance and its emergency clause. The Chair invited questions but said the draft had been reviewed extensively at earlier workshops and staff had cleaned up language in the final draft. The council voted to adopt the ordinance and the emergency clause.
The council also adopted Ordinance 2025-09, amending chapter 14 of the municipal code related to zoning overlay/‘heart of Mayflower’ block size. Council members discussed a prior planning commission limit (previously noted as 40 feet) and agreed the amendments were appropriate; the council suspended additional readings and adopted the ordinance and emergency clause.
Two cleanup resolutions advanced: Resolution 2025-20 orders cleanup or demolition, as needed, of property at 22 Briea Circle; Resolution 2025-21 does the same for 205 Jackson Avenue. The fire marshal brought both matters forward, noting limited progress at one of the properties; the council moved and approved both resolutions.
Public works staff reported a failure of pumps at pump station A and requested authority to replace the unit. Resolution 2025-22 authorizing purchase of a 20-horsepower replacement pump was approved to restore normal operation.
On financial and routine business, the council approved combined minutes from April 22 and a May 6 special meeting, and accepted the April 2025 financial statement. A late invoice from an engineering firm with service dates in the prior September was discussed; council members questioned why the bill arrived months later and agreed to table the invoice pending review of supporting documentation.
The Chair said formal resolutions or paperwork will appear on the next council meeting agenda where required; in several cases the council voted to adopt emergency clauses so the ordinance changes take effect immediately.
