Council approves budget technical waivers, merchant account, cybersecurity policy and township zoning services

At its June meeting the Village Council adopted several routine but administratively important measures by unanimous roll calls.
Resolution 26‑035 authorized the director of finance to waive the mid‑year tax budget; the council approved the measure by a 5‑0 roll call. Finance Director Becky explained that Madison County had historically allowed the village to waive the mid‑year budget and that the resolution formalizes that practice.
Resolution 26‑037 authorized the director of finance to set up a merchant bank account to accept donations and related transactions. Councilmembers said the finance committee discussed using a partner foundation (the London Foundation was named as an option) to ease administrative burden and avoid creating a separate 501(c)(3). The resolution passed 5‑0.
Resolution 26‑038 adopts a cybersecurity program for the Village of West Jefferson in compliance with Ohio Revised Code section 9.64 and House Bill 96 (136th General Assembly), establishing incident notification and ransomware protocols and designating related records as confidential security records. The clerk read the resolution title and council approved it by roll call, 5‑0.
Council also approved Resolution 26‑042, authorizing a building/zoning official services agreement with Canaan Township (contract prepared by Bricker & Eckler). The mayor and staff said the arrangement formalizes use of a newly engaged zoning official and related services; roll call was 5‑0.
Ordinance 26‑039, an appropriation for annual liability insurance renewal, prompted discussion over whether it qualified as an emergency ordinance and what voting threshold the charter requires when members are absent. After discussion the ordinance was put to roll call and recorded as five in favor, zero opposed.
Finance Director Becky reiterated a major recent municipal receipt: the Ohio Department of Taxation distributed $470,813 to the village on June 5, and the largest vendor payment since the last meeting was $49,179 to Bonafide for the Commerce Park concession stand.
