Owner Jeff (Jeff Cousins) said the split is necessary to refinance and that utilities — water and sewer — serve the property. He described a duplex design with driveway access off a one-lane road; commissioners discussed setbacks and maneuvering for vehicles on the narrow access. The commission confirmed the proposal is consistent with R2/overlay provisions for the area.
A commissioner disclosed a family association with the contractor (JCI construction) to maintain transparency; the disclosure was entered into the record and no recusal was recorded. The commission then moved and voted to approve the lot split; staff said the final site plan and setback determination will be completed as a follow-up prior to building permits.
Planning staff will record the split and ensure required setbacks, final survey and bank documents are in order for the applicant’s refinancing process.
