Lemons Engineering presented the Davis Edition Phase One preliminary plat and staff recommended several modifications. Tim Lemons said the revised plat adds a sidewalk on the east side of Ferguson Drive and increases the easement width above an existing deep sewer line serving a nearby commercial site.
Commissioners focused on stormwater and construction details: they asked for larger inlet openings and questioned details of the storm sewer alignment and drop-inlet design. The applicant said the detention basins are shallow (three-to-one slopes), will be seeded and will be deeded to the city for long-term maintenance. Lemons said the project will require a state stormwater permit because the site exceeds one acre and that the permit must be in place before any construction begins.
Commissioners asked the applicant to provide a grading plan to accompany later filings so future builders do not create pads that interfere with the designed stormwater flows. The commission moved to approve the preliminary plat as drawn, contingent on submission of a grading plan before final plat and on designating the common area as a park; the motion passed on a voice vote with no recorded opposition.
The commission also asked staff to coordinate ADQ (state stormwater) permitting review and to ensure the deed and maintenance language for the detention basins meet city standards before final plat.
