Parks and Recreation Director Alina Hibbs described two Parks fee proposals, including a lower‑cost two‑day‑per‑week swim‑team option intended to increase affordability; staff recommended approval. Hibbs also detailed cemetery fee adjustments focused on alcove niche pricing because many north‑ and south‑facing mausoleum spaces have been sold out and the remaining inventory is in interior alcoves.
Finance staff explained that the city’s fee resolution requires an automatic inflationary adjustment to school impact fees and that a 3.1% adjustment (based on the Seattle‑Tacoma‑Bellevue CPI) was implemented April 1 to match the CPI formula previously approved by council. Staff said the city would consider any departure from that automatic approach after the school district’s capital facilities plan is approved later this summer.
Council moved to approve Resolution 1879 and adopted it by voice vote. Staff will update fee schedules and the administrative record to reflect the changes.
