Arcanum council approves appropriations amendment, adopts water reconnection fees and sells Dull Road lot

The Village of Arcanum council unanimously approved a package of fiscal and administrative measures May 26, including an appropriations amendment, new water reconnection fees and the sale of a Village-owned lot.
Council Member David Hartley moved to waive the three-reading rule for Ordinance 2026-10, which amends the 2026 appropriations across several funds including the S. Main St. reconstruction fund, Village administration and police projects, certain street projects and the electric fund. Eric VanHoose seconded; all present council members voted yea. Hartley then moved to adopt the ordinance and to declare it an emergency; council approved both measures unanimously.
Council Member Jerry Boolman moved to adopt Ordinance 2026-09 establishing water reconnection fees for the Village of Arcanum; Tammy Bruner seconded and the motion passed with all present members voting yea.
The council also accepted a high bid of $30,001 from Cabeza, LLC for a parcel on Dull Road. VA Marcus Ballinger reported two bids were opened May 22, 2026 — the lower at $20,000 and the higher at $30,001; Ryan Burns moved to accept the $30,001 bid, Jerry Boolman seconded and the sale was approved unanimously.
Separately, the fiscal officer provided standard financial materials including check registers and a year-to-date fund report, and the council was advised that the 2025 audit had been completed with no major issues and will be submitted to the State.
These measures were passed by roll-call votes at the meeting and were processed under the emergency provision for the appropriations ordinance, enabling immediate implementation of certain budget adjustments.
