Caro City Council approves tennis court grant application, hires WWTP superintendent and awards parking-lot contract

The Caro City Council met March 3, 2025, and approved several measures affecting parks, public works and city finances.
Councilors adopted Resolution 2025-02 to submit a Recreation Passport Grant application to rebuild the tennis courts at Bieth Park with a maximum local match contribution of $200,000. The motion, moved by Councilor Doreen Oedy and seconded by Councilor Jill White, passed on a roll call vote with Councilor Charlotte Kish and Mayor Karen Snider voting no. The resolution authorizes staff to apply for state funds through the Recreation Passport program and commits the city to a specified local match if the grant is awarded.
The council approved the employment contract for Trent T. Stockman to become Wastewater Treatment Plant superintendent, contingent on a successful background check and preemployment medical screening. The motion, made by Councilor Charlotte Kish and seconded by Councilor Emily Campbell, passed unanimously.
Council also awarded the Old Police Station parking lot contract to T.G. Priehs, LLC for $346,370 and authorized the city manager to sign project documents, following a motion by Councilor Emily Campbell and second by Councilor Heidi Parker. The motion carried on a unanimous roll call.
On infrastructure, the council voted to add the remainder of Monroe Street to the current sidewalk project after a motion from Councilor Charlotte Kish and second by Councilor Doreen Oedy; the motion passed unanimously.
On investments, the council addressed two maturing CDARS accounts. After an initial motion to move $262,126.62 to Huntington Bank for 52 weeks at 4.05%, the council voted to reconsider and then voted to leave the funds at Huntington Bank for that term. Separately, the council moved $528,102.18 from Northstar Bank to Huntington Bank for 52 weeks at 4.05%. All investment-related motions carried.
The council set a Committee of the Whole meeting for March 10, 2025, received written reports from the mayor and clerk, and heard managerial notes including an upcoming Citizen of the Year event and residents sking about allowing chickens within city limits. The meeting adjourned at 8:20 p.m.
