Manchester Board approves liquor-license renewals, denies Sunshine-fee waiver and authorizes $17,677 change order for stormwater project

The Manchester Board of Aldermen on June 1 unanimously approved routine administrative items and one negotiated contract amendment while denying a public-records fee waiver.
City Clerk Michelle Melugin told the Board the City Clerk’s Office and Police Department completed required reviews and recommended approval of 20 annual liquor-license renewal applications; the Board approved the renewals without objection. The Board also approved a picnic liquor license for On the Rocks at the Manchester America 250 event.
The Board considered a Sunshine Law fee-waiver request from Phonesavanh Viseth for $185.47, which covered 7.5 hours of police personnel time to retrieve records. Alderman Baumann moved to deny the waiver on the basis that the requester did not demonstrate the release would serve the public interest under Missouri Statute section 610.026; Alderwoman Ottenad seconded, and the motion carried.
On a separately noticed ordinance item, Alderwoman Ottenad read Resolution No. 26-1073 to authorize Change Order No. 1 to the contract with Two Alpha Contracting LLC for the Channel B Country Lane Woods – Gascony Creek Improvements Project. Director of Public Works Errol Tate explained the change order resulted from Metropolitan St. Louis Sewer District requirements and increased material costs (larger manholes, flared ends and taller fences). The change order increases the contract by $17,677.05 to a new total of $391,434.00; the Board approved the resolution unanimously.
No votes were recorded by individual roll-call in the minutes beyond the notation that motions carried unanimously; actions recorded in the minutes show approval or denial as noted above. The meeting adjourned at 8:10 p.m.
