Crockett council selects GLS to lead downtown revitalization grant application after debate over KSA workload

Staff reported that GLS and KSA were nearly tied in scoring and that GLS prevailed by a fraction of a point on the evaluation sheet. Council members questioned the scoring process and whether KSA's local office is overloaded; staff said KSA has extensive historical files and institutional knowledge (citing long-term staff such as Mr. Bob Thurber) but that timeliness and workload have been problematic for some projects.
Council members debated the tradeoffs: continuity and historical records from KSA versus broadening the pool to shorten schedules and add capacity. After discussion, a council member moved to select GLS as the engineering firm to assist with the grant application; the motion was seconded and carried on a voice vote, with one opposed noted.
City staff said the selected firm will prepare design and application materials to meet the grant submittal schedule and that the council will be asked to approve any contract if the grant is awarded.
