Planning board member John Ikeman offered the resolution granting approval for a proposed 6,512-square-foot bank on a 1.05-acre B3-zoned parcel; the project includes a two-lane drive-up ATM, 23 parking spaces, lighting, landscaping and a drive-through configuration, according to the resolution language offered to the board.
The board’s environmental finding, adopted as a negative declaration dated June 16, 2026, concluded the project would not generate significant impacts to traffic, air or water quality, endangered species, historic resources, or cause unacceptable flooding or geological hazards. The board then considered the site-plan resolution and discussed a timing amendment tied to highway-permit issuance.
The approved resolution includes 12 conditions. Key conditions require: satisfactory resolution of peer-review comments from Renia Engineering Design PLLC and Hudson Valley Engineering Associates; approval from the Dutchess County Board of Health and a town water-connection permit; a NYSDOT highway work permit for the entrance and sidewalk (the board amended the resolution to allow a temporary highway work permit to provide initial access while full dedication and permit processing proceed); a 10-foot sidewalk easement with a five-foot concrete sidewalk along Route 376; no tree removal between March 31 and November 1 to avoid impacts to Indiana bats; satisfaction of any NYS DEC or NYSDOT conditions; and an escrow payment of $5,000 to fund an environmental monitor during construction.
Board members voted by roll call to adopt the amended resolution. The planning board recorded the motion, amendment and approval during the June 16 meeting; the chair directed the signed resolution be filed with the town clerk and sent to the applicant within five business days.
Next steps for the applicant include obtaining the listed permits and easements, resolving outstanding review comments, and filing the signed site-plan drawings with the town prior to beginning work.
