During discussion the subcommittee returned repeatedly to alignment questions: how Arizona’s language‑development approach and the ELP standards align with AZELLA test expectations and with Move On When Reading interventions and associated cut scores. Several members described the practical challenge for schools of balancing required targeted EL time, integrated instruction and tiered early‑reading interventions.
Vice Chair Myerson said the overlap can feel like ‘‘competing laws’’ and urged clearer guidance and integration across Department units. Members noted a data‑sharing gap: a previously used statewide 'master license' for early childhood data was discontinued and members urged renewed work on child‑level transitions and standardized kindergarten entry information for teachers and families. Multiple speakers urged that federal and state literacy funding streams be braided intentionally rather than treated as discrete pots.
The subcommittee set the next meeting for Oct. 10 to focus on Move On When Reading cut scores with national partners and scheduled a Nov. 6 virtual meeting to finalize recommendations for the State Board. Committee staff were asked to collect alignment materials from ADE and examples of effective district transition practices ahead of the next meeting.
