The team reported they had obtained a Department of Transportation entrance permit and understood the U.S. Army Corps of Engineers considered the very small wetland impacts to be non-notifying under their criteria.
Board members discussed ownership and maintenance questions for the proposed road (HOA vs. town road), the need for an HOA agreement covering road and septic maintenance, and whether the plans should depict a future conversion to a public right-of-way. Applicants said they would provide an HOA agreement and coordinate with town staff before the public hearing.
The board reiterated that the plan must include any outstanding permits (for example, stormwater) before final approval; if outstanding items are not resolved by the June 15 hearing the board may add conditions in the notice of decision.
