Joint Energy Committee approves two subcontractors for nuclear feasibility study, authorizes chairs to OK future subcontracts

The Joint Committee on Energy met Dec. 18 in Little Rock and approved two subcontractors for EXCEL Services Corporation's Nuclear Energy Feasibility Study, and authorized committee chairs to approve future subcontractor requests so long as they do not increase EXCEL's maximum contract amount of $305,000.
Brian Meaders, general counsel for EXCEL Services Corporation, described EXCEL's requests to use subcontractors on the nuclear feasibility contract. Senator Matt McKee moved to approve Murphy Energy & Infrastructure Consulting, LLC as a subcontractor, provided EXCEL furnishes the Bureau of Legislative Research (BLR) with the subcontractor's Non-Disclosure Agreement; Representative Jack Ladyman seconded the motion, which the committee carried. The committee then approved Nucleon Energy, Inc. under the same NDA condition following the same motion and second.
The committee also voted to authorize the Joint Energy Committee chairs to review and approve any additional EXCEL subcontractor requests if the use of the subcontractor does not cause EXCEL's maximum contract amount of $305,000 to increase and if proposed requests are provided to the Joint Energy Committee prior to approval. Senator McKee made the motion to grant that authority; Representative Ladyman seconded, and the motion carried.
Earlier in the session, the committee approved the minutes of its Sept. 29, 2025 meeting on a motion from Senator Mark Johnson, seconded by Representative Jack Ladyman. With no further business, the meeting adjourned at 2:30 p.m.
What this means: the committee's votes permit EXCEL to engage the named subcontractors under the existing contract ceiling, while BLR will receive the subcontractors' Non-Disclosure Agreements as a condition of approval; additional subcontractor approvals may be handled administratively by the chairs so long as the contract cap is preserved and the committee is notified beforehand.
