Special joint meeting gathers council, PSOC and school district to coordinate school-area traffic safety

Rio Vista convened a special joint meeting on March 18 to consolidate traffic‑safety work between the City Council, the Public Safety and Oversight Commission (PSOC) and the 2x2 committee with the River Delta School District.
Staff presented status updates on several mitigation measures: installation of speed tables on segments of South 2nd Street, high‑visibility crosswalks, flashing speed‑limit signs and stop signs funded partially by Safe Routes and STA microgrants. Staff said the speed‑table project would go out to bid this week.
PSOC commissioners and several council members said they had not had adequate opportunity to examine the proposals before they were presented. One commissioner said the commission’s charter is to analyze issues and make recommendations to council and that the body was not given a chance to weigh in prior to staff-level decisions. City staff and the city manager said the purpose of the joint meeting was to bring the various committees and stakeholders into the same room, acknowledge overlap between bodies, and obtain consolidated feedback.
Superintendent Kathy Wright and school principals noted ongoing construction around campuses and welcomed measures that would reduce congestion at drop‑off and pick‑up; staff said some projects are slated for completion in April and that the district's input has been part of the site reviews.
The council did not adopt final direction at the meeting but requested that staff return with refined siting proposals and ensure PSOC review where appropriate. Public comment included a resident report of a nonworking speed‑indicator sign on southbound 2nd Street and expressions of appreciation for increased enforcement from the police department.
