City staff explained ballots will be distributed at the start of the council's 5:30 p.m. meeting on June 22. Voters will fill a hard‑copy ballot and return it in an envelope; the clerk's office will tally while the meeting proceeds and report results. If a runoff is required it will be held the same evening.
Council members also discussed timing and public engagement, agreeing to move the appointment portion earlier in the agenda (after a public forum) so residents who signed up to speak would not have to wait late into the night.
