Catskill trustees approve hires, surplus equipment sales and budget amendments; announce community events and planning actions

The Village of Catskill Board of Trustees on July 23 approved a range of routine and staff-recommended actions, including personnel hires, surplus declarations, contract acceptances and budget amendments.
Personnel and staffing: Trustees unanimously approved hiring Donovan Brown as a part-time police officer, promoted Luis Martinez-Perez to sergeant, and approved the hiring of part-time officers Eugene Edwards III, Aiden Davies and Katelyn DelGandio. Following an executive session on personnel, trustees approved three full-time Department of Public Works hires — Jermiah Vermilyea, Matthew Cusa and Martin Miller — pending background checks, with final hires confirmed in public motion.
Equipment and procurement: The board declared surplus a DPW bucket truck and fire truck 311 (1993 Peterbilt) and approved the sale-related budget amendment (Resolution #19) to record $130,000 in equipment sale proceeds. Trustees also authorized a fire department software purchase (RedNMX system) and accepted Greene County's diesel fuel bid (Resolution #222-25, July 17, 2025). Trustees discussed increasing the procurement policy threshold and other purchasing questions raised by board members.
Agreements and budgets: Trustees authorized President Law to sign an intermunicipal cost-sharing agreement with the Town of Catskill for the Dog Control Officer. The board adopted Resolution #20, a budget amendment to record a $1,000 state grant for the fire department; the Treasurer's office indicated these changes would not affect the tax levy.
Events and community items: Jill Rodriquez of In Flight presented "Cornhole for a Cause" scheduled for Sept. 20, 2025 at Dutchman's Landing with a band and a drone show at 7:45 p.m.; the board thanked organizers. Ben McCarthy of Catskill Repair Café sought approval to hang banners on Main Street; trustees asked staff to check locations and pricing.
Trustee updates and planning: Trustees reported on DPW hiring and equipment needs, sidewalk protection requests at the community theater, trail stencil ordering and easement inquiries. President Law said the village was re-certified as a pro-housing community, noted a requested NYSDOT traffic study and scheduled a July 29 Zoom with the Hudson Valley Greenway to discuss funding. Trustees voted to issue an RFP for DRI wayfinding signage, and the movie theater ribbon-cutting is set for Sept. 5.
