The Village of Catskill Board of Trustees on July 23 adopted Resolution #18 of 2025, establishing a three-month moratorium on commercial electric vehicle (EV) charging-station applications while the village drafts regulations addressing siting, permitting, fees and related standards.
At a public hearing on the resolution President Natasha Law proposed and the board approved an amendment shortening an originally proposed six-month moratorium to three months; the amendment passed unanimously and the resolution was adopted the same evening.
The resolution cites a request from the Catskill Planning Board for specific legislation governing EV charging stations and states the moratorium is intended to allow the village to vet regulations with stakeholders. The resolution permits a six-month extension without a public hearing but specifies the moratorium may not be extended beyond one year from the effective date without public notice and hearing as required by municipal law.
Trustees said they will direct staff and planning officials to begin drafting zoning language, performance standards and permitting protocols during the moratorium. The resolution takes effect immediately upon adoption.
The board did not record any split votes in the minutes; trustees present voted in favor.
