After discussion, a board member moved to resend the permit for further review and the motion was seconded and carried, with one board member abstaining because they had not been on the original vote. Board members said they wanted to gather more facts and to schedule follow‑up reporting to the board.
The board did not set a date for further review during the meeting; staff agreed to look into timelines for testing and public outreach and to report back.
