Strasburg council approves $557,079.67 in bills, joins county paving program and OKs TAP grant application

Strasburg Village Council on Tuesday approved the October financial statement and a list of bills totaling $557,079.67 and took a series of infrastructure and administrative steps, including joining the county paving program and authorizing a Transportation Alternatives Program (TAP) grant application.
The council voted unanimously to approve the financial reports and bills, and separately approved payment to contractor RJ Corman in the amount of $3,530 for completion of the sidewalk on 4th Street SE. Wes Hostetler moved the financial approvals and payment motions; both carried on a roll-call vote with all members recorded in favor.
The council also voted to participate in the 2025 Tuscarawas County paving program after a Street & Alley committee presentation by Chairman Dustin Briggs. Briggs said Malcuit will finish 7th Street NW in the spring and will coordinate with Pine Ridge developers when work occurs.
In a separate procedural move, council gave first reading to Resolution 2024-29, then suspended the mandatory three readings and approved it as an emergency resolution authorizing the mayor to prepare and submit an application to the Transportation Alternatives Program (TAP). Jeff Smith made the motion to suspend the rules; Kathy Burrier seconded and the measure passed unanimously. The resolution was recorded as taking effect immediately.
Council also authorized Fiscal Officer Jennifer Mahoney to send a letter to the Tuscarawas County Auditor to amend the Official Certificate of Estimated Resources for 2024, a procedural step reported by Finance Chairman Wes Hostetler. Hostetler said the Finance Committee had prepared materials for a 2025 pay ordinance, which received its first reading elsewhere on the agenda.
