Strasburg council approves hiring of three EMTs, wastewater design agreement; remote-attendance ordinance fails

At its Nov. 5 meeting the Strasburg Village Council approved an emergency resolution to hire three EMT/firefighters, passed a wastewater design cooperative agreement with the Ohio Water Development Authority and approved two other ordinances; a proposed ordinance allowing remote attendance failed on a 3-4 roll-call vote.
The Strasburg Village Council on Nov. 5 approved an emergency resolution to hire three EMT/firefighters and welcomed the new employees into the department. The vote to adopt Resolution 2024-28 followed a suspension of the three-reading requirement and passed by unanimous roll call.
The council also unanimously approved Resolution 2024-27, authorizing the village to apply for and enter into a cooperative agreement with the Ohio Water Development Authority for design of the wastewater treatment plant reconstruction and expansion; the resolution was passed as an emergency measure and takes effect immediately. Council members said the action will allow the village to move forward with engineering and financing steps with OWDA.
On ordinances, the council approved Ordinance O-22-2024 (amending Village Codified Ordinance section 34.06 with a new subsection (F)) and, after suspending readings, approved Ordinance O-24-2024 (amending O-21-2024 and O-23-2023); both were adopted by unanimous roll-call votes and take effect immediately. By contrast, Ordinance O-23-2024, which would have enacted a remote-attendance policy for public meetings, failed on a 3-4 roll-call vote. The recorded tally for O-23 was: Burrier — yes; Dreher — no; Zehnder — no; Hostetler — no; Smith — yes; Briggs — yes; Mayor Bruce Metzger — no.
Council members also approved several related town expenditures and administrative actions discussed during the administrator’s report, including $15,694 for electrical work in the park, limestone for the fire-station lot ($2,500), authorization of a residential Christmas decoration contest, and repairs to the park mower. These motions were moved and seconded on the record and approved by unanimous roll-call votes.
The meeting closed with routine departmental reports and community announcements; Mayor Bruce Metzger congratulated fall athletes and noted the Lions Club Christmas tree lighting scheduled for Dec. 1 at Garver Square. The meeting adjourned at 7:34 p.m.
