Council approves pay ordinance change, authorizes park grant application
Summary
The Strasburg Village Council on Oct. 1 approved an amendment to the village pay ordinance, suspended the three-reading rule and authorized the mayor to apply for a Land and Water Conservation Fund grant for park trail equipment; both measures took effect immediately.
The Strasburg Village Council approved Ordinance O-21-2024, an amendment to the village pay ordinance, at its Oct. 1 meeting. The ordinance received its third reading by title only and passed on a roll-call vote with all members in favor. Council President Martin Zehnder moved to approve the ordinance and Kathy Burrier seconded the motion.
Council also gave Resolution 2024-27 a first reading and then, by motions from Jeff Smith and Wes Hostetler, suspended the required three readings and approved the resolution. The measure authorizes Mayor Bruce Metzger to apply to the Ohio Department of Natural Resources' Land and Water Conservation Fund for a park grant to obtain trail exercise equipment. At roll call on the resolution all members voted approval and the resolution takes effect immediately.
Other formal actions included approving the Sept. 17, 2024 meeting minutes (a motion by Martin Zehnder, seconded by Liz Dreher) with Councilman Jeff Smith recorded as abstaining on that vote; entering executive session at 7:00 p.m. to discuss personnel (motion by Wes Hostetler, seconded by Dustin Briggs); and a motion to continue paying Fire Captain Maria Boswell at the fire chief rate of pay for three additional months (motion by Wes Hostetler, seconded by Kathy Burrier), which passed unanimously. The meeting adjourned at 7:12 p.m.
The council also heard first readings of Ordinance O-22-2024 (adding subsection (F) to section 34.06 of the codified ordinances) and Ordinance O-23-2024 (enacting section 30.05 to permit remote attendance at public meetings); no votes were taken on those measures.
The council's recorded votes, motions and outcomes from the meeting are part of the official minutes and the ordinances and resolution become effective as recorded.
