Strasburg council approves financials, sidewalk contract, staff extension and other routine actions

The Strasburg Village Council on Sept. 17 approved routine financial and operational items, awarded a sidewalk contract and authorized equipment repairs and transfer of ownership.
Council approved the August financial statement, the August Unified Bank statement, the SSB worksheet and a list of bills totaling $226,094.92 on a motion by Councilman Wes Hostetler, seconded by Councilwoman Liz Dreher. The vote was unanimous among members present (five yes, one absent).
Village Administrator Mike Rosenberry reported multiple public-works updates and sought council approval to extend seasonal employee Lisa Edie through Nov. 30, 2024 to assist with leaf collection; council approved the extension on a motion by Wes Hostetler, seconded by Kathy Burrier. Council also contracted with Wolfe's for new sidewalks at Village Hall for $4,425.00 (motion by Martin Zehnder, second by Wes Hostetler) and approved payment of $1,383.11 to repair one park drag and to take ownership of the equipment (motion by Kathy Burrier, second by Wes Hostetler). Rosenberry suggested adding a fee in the park agreement to cover maintenance costs; council discussed that idea during the vote.
Council suspended the three-reading rule and approved two county-related resolutions: Resolution 2024-25, accepting amounts and rates determined by the Tuscarawas County Budget Commission and authorizing tax levies and certification to the county auditor; and Resolution 2024-26, accepting the alternate formula for distribution of local government and Local Government Revenue Assistance funds as prescribed in Ohio Revised Code Section 5747.53. Both measures were moved and seconded by Councilman Wes Hostetler and Councilwoman Kathy Burrier and were approved unanimously by roll call.
During the meeting Mayor Bruce Metzger read the zoning inspector's report noting a new duplex, two fence permits and a business permit for Agile Networks on 12th Street NE. Public commenter Jerry Schultz raised a safety concern about a visibility-blocking shrub at 3rd Street and Wooster and asked why the sprinkler at Garver Square was not in use; Mayor Metzger said the control box needs repair. The meeting adjourned at 7:04 p.m.
