Strasburg council adopts emergency nuisance declaration, hires street laborer and approves fence ordinance

The Strasburg Village Council approved routine minutes and financial reports and took several immediate actions at its Aug. 20 meeting. The council approved the minutes from Aug. 6 and accepted the July financial statement and accompanying bills totaling $209,405.30.
Council members then moved quickly through several emergency items. Resolution 2024-17, declaring the property at 151 3rd Street NW a nuisance, was given a first reading by title, the council voted to suspend the three-reading rule and then approved the resolution. The motion to suspend and the motion to adopt were made by Jeff Smith and seconded by Kathy Burrier; all members present voted in favor. The resolution was declared effective immediately.
The council also gave first reading to Resolution 2024-20 and then approved it as an emergency measure to authorize the hiring of a Street Department Laborer I. The motions to suspend the three-reading rule and to adopt the resolution were made by Martin Zehnder and seconded by Kathy Burrier; all members present voted approval.
On ordinances, Ordinance O-19-2024 (amending codified ordinance 153.008 and enacting 153.068 to regulate panhandle lots) received its first reading by title only. Ordinance O-20-2024, amending codified ordinance 153.098 to regulate fences and planting screens, received a first reading and—after a motion by Martin Zehnder, seconded by Kathy Burrier to suspend the three-reading rule—was adopted and took effect immediately. All motions to adopt recorded roll-call approval by the five members present; one member, Wes Hostetler, was absent.
