Staff also reported that the vendor’s proposed power purchase agreement (PPA) for a plant‑site solar project is still under negotiation and that the vendor must make substantial investments before July 4, 2026 to retain favorable incentive treatment under a recent bill that accelerated the program date. Staff said the vendor has been slow to respond to contract questions and that, absent significant movement, the PPA is unlikely to proceed.
Board members flagged technical questions raised in review of the vendor’s siting plan, including shading concerns where 40‑foot trees on the south side of proposed panels may substantially reduce expected generation. Staff said they will continue to seek the contract for review and will report back when the PPA is completed or if negotiations terminate.
No final decision on a PPA was taken at the board meeting; directors said the easement itself was approved at the Sewer Authority meeting and that the PPA remains contingent on vendor commitments and technical review.
