Rangely council adopts historic-preservation code, approves Sagewood West actions and appointments

At its April 8 meeting the Rangely Town Council unanimously approved Ordinance 704 amending municipal code 15.50 on historic-structure preservation, adopted a preservation-board resolution, reauthorized the town manager on the Sagewood West affordable-housing project, approved a minor subdivision, and appointed the town's Northwest Transportation voting representative.
The Rangely Town Council voted unanimously April 8 to adopt changes to the town's historic-structure rules and to advance several local development and governance items.
Council approved Ordinance 704-2025 amending municipal code 15.50, a change recommended by History Colorado that the council said will help the town seek local-government certification and access related preservation grants. Robert Elum moved the ordinance and Andy Schaefer seconded; the motion passed on a voice vote.
The council also approved Resolution 2025-02A to enable the Rangely Preservation Board and its bylaws, and passed a revised Resolution 2024-06 reauthorizing the town manager to negotiate and execute documents for the Sagewood West affordable-housing project, which council members said is close to closing. In separate action, the council approved Sagewood West Minor Subdivision Phase One to split a lot into two parcels.
The body approved the March 2025 check register and appointed Alan Parker as the town's primary voting representative to the Northwest Transportation planning group, with Ron Granger as alternate.
Council members indicated each of the motions passed by voice vote; roll-call attendance earlier in the meeting listed seven members present. No recorded roll-call tallies were included in the minutes for each item.
The measures linked to preservation certification may make local properties eligible for grant funding; the Sagewood West actions are administrative steps the council said will enable the town manager to finalize agreements as the project moves toward closing. The council did not set additional public hearings on the items and gave no further direction beyond approval and the standard administrative follow-up.
