Council hears update on asbestos cleanup and potential sale of Diane’s Dresses building

The Wymore City Council received an update March 5 about remediation of a dilapidated property and preliminary plans for the Diane’s Dresses building.
City Attorney Andy Carothers reported that contractor Bockmann is nearly finished removing asbestos from the dilapidated structure and that the city will require a third-party letter confirming removal before further action. Carothers said he has spoken with Eric Tiemann and that a contract has been sent to him, but no agreement has been signed.
Carothers also told the council there is a buyer for the Diane’s Dresses building and that conversations have taken place about tax-increment or other tax-financing options to help pay for required renovations. The current, informal plan mentioned in the meeting is to preserve the building immediately south of Diane’s Dresses.
Carothers said he is drafting new ordinances for the Fire Department and emergency medical services and is working with Tara Stingley on proposed personnel code revisions; he said training on employee discrimination and sexual harassment is being planned and that he will contact Fred Wiebelhaus at LARM about possible training resources.
What happens next: the city will require third-party verification that asbestos has been removed before proceeding with demolition or transfer; any tax-financing arrangement for the Diane’s Dresses building would require further council consideration and formal approvals when a contract is executed.
