Wymore council approves minutes, payroll and contested claims; adds employee to payroll

The Wymore City Council handled routine administrative business April 16, approving the prior meeting's minutes and the treasurer's report by unanimous votes. Council approved claims and payroll generally, but two checks were considered separately after Councilman Neil Van Boening raised concerns about the timeliness of claims.
The council approved check #29576 on a motion by Max Allen, seconded by Sue Sapp; the vote carried with a 3-0 tally and Curt Oblinger recorded as abstaining. Check #29606 was then approved on a motion by Sue Sapp, seconded by Curt Oblinger, with a 3-0 tally and Max Allen recorded as abstaining.
The council discussed whether certain positions should be on the city payroll or be independent contractors and voted to add Lawrence Mallam to the city payroll on a motion by Max Allen, seconded by Neil Van Boening. That motion carried 4-0.
Late in the meeting, the council voted to go into executive session "for the protection of the public interest and the prevention of needless injury to the reputation of an individual" at 8:58 p.m.; the body exited executive session at 9:44 p.m. A motion to adjourn was made by Sue Sapp at 9:45 p.m.
Other items noted during the session included a recommendation from City Attorney Andy Carothers that vendors be required to name the city as additional insured when offering activities in town.
