River Ridge CDD adopts FY2025 budget and approves special assessments

The River Ridge Community Development District Board of Supervisors on Aug. 27, 2024 adopted the fiscal year 2024/2025 budget and approved a resolution imposing special assessments for the coming year.

District Manager Chuck Adams told the board the budget packet on the agenda contained errors that staff corrected before the hearing, including a revised description for street sweeping. Cleo Adams, district manager, opened the public hearing; no property owners spoke. On a motion by Kurt Blumenthal, seconded by Robert Twombly, the board adopted Resolution 2024-07 "Relating to the Annual Appropriations and Adopting the Budget(s) for the Fiscal Year Beginning October 1, 2024, and Ending September 30, 2025," as amended.

District Counsel Tony Pires then recommended opening a public hearing on Resolution 2024-08, the measure making a determination of benefit and imposing special assessments for FY 2024/2025. The board agreed to remove all references to "Exhibit B" from the resolution and, by unanimous vote, adopted Resolution 2024-08 as amended.

The budget covers the district fiscal year beginning Oct. 1, 2024 and ending Sept. 30, 2025; the materials noted corrections were made to address scrivener errors before adoption. Board members voted "with all in favor" on both measures; the record in the minutes does not list individual roll-call tallies. The board also discussed completing required ethics training and financial disclosure forms as part of governance compliance.

Next steps: staff will finalize the adopted budget documents and assessment roll as reflected in Resolutions 2024-07 and 2024-08 and make them part of the district record; effective dates and any posting requirements are those specified in the adopted resolutions.
