Later in the meeting Hines spoke again to raise concerns about the condition of roads. No formal council action on these specific items was recorded in the minutes; the comments were entered as part of the Statement of Citizens. The council proceeded with its agenda items, including votes on personnel benefit policy, equipment procurement and an MDOT contract.
