North Haledon approves purchase of breathing-air system; bond ordinance scheduled for Aug. 21

The North Haledon Borough Council approved, as part of its July 17 consent agenda, the award of a contract for a high-pressure breathing-air system for the fire department and introduced a bond ordinance to fund the purchase.
Bids for the Breathing-Air System (SCBA) were opened July 12; the only bid received was from Air Power International for $55,950. The Fire Chief reviewed the bid and recommended award; the Borough Attorney also reviewed the submission and found it legally sufficient. Chief Financial Officer Christopher Battaglia certified that funds are available under line C-04-23-017-200. The award was included on the consent agenda and passed unanimously.
Separately, Ordinance #17-2024 was introduced on first reading to repeal and replace Bond Ordinance 17-2023 and authorize an appropriation of $56,000 for the same breathing-air system, with $53,000 to be financed by bonds or notes. The ordinance includes standard Local Bond Law provisions and authorizes necessary officials to execute financing and disclosure documents. The council set final consideration for Aug. 21, 2024, and the Clerk was directed to publish the ordinance notice.
Because the contract award was handled on the consent agenda and the bond ordinance remains at first reading, the purchase can proceed after final adoption and execution of necessary contract documents and receipt of required bonds/insurances.
