North Haledon council sets Aug. 21 hearings on four ordinances, including EV-charger parking rule

The Borough of North Haledon held first readings on four ordinances at its July 17 council meeting and set final consideration for Aug. 21, 2024, at 7:30 p.m.
Mayor Randy George read the Open Public Meetings Law notice and the Council moved each ordinance forward after waiving full readings of their texts. Ordinance #15-2024 would amend Borough Code Section 169 to prohibit parking in spaces designated “Charging Station” at 103 Overlook Avenue unless the vehicle is actively charging. The council voted that the ordinance did not pass on its first reading and scheduled a final hearing on Aug. 21 to allow further consideration and public comment.
Ordinance #16-2024 would authorize a lease-purchase arrangement with the Passaic County Improvement Authority to acquire and renovate the property at 535 High Mountain Road (Block 18.01, Lot 5) and to finance the project with County-guaranteed lease revenue bonds in one or more series not to exceed an aggregate principal amount of $20,000,000. The ordinance authorizes Borough officers to execute project documents, to provide required certifications and secondary-market disclosure undertakings, and to pledge the Borough’s full faith and credit for lease payments if necessary.
Ordinance #17-2024 would repeal and replace a prior bond ordinance and appropriate $56,000 for acquisition of a high-pressure breathing-air system for the fire department, with $53,000 to be financed by bonds or notes. Ordinance #18-2024 would amend salary schedules for Borough officers and employees, with example amounts listed in the ordinance text (Municipal Judge $30,272.89; Deputy Borough Clerk $100,294.02). For each ordinance, the council moved to further consider the matter at the Aug. 21 meeting and authorized the Clerk to publish notice in accordance with law.
By scheduling final hearings, the council ensured each ordinance will be opened to public comment at the Aug. 21 meeting; no ordinances were finally adopted on July 17. The next procedural step for each ordinance is the Aug. 21 hearing when council may vote to adopt, amend, or postpone final action.
