Resident raises slab water-intrusion concerns; Board approves drainage easement template

A resident told the Board she found moisture and mold beneath her wood flooring and said ponded water had submerged underground downspouts, and she asked the CDD and HOA to help identify solutions.
Lynda Sorensen described buckled flooring, high moisture readings under the slab at her unit (27123 Sound Way), and a foundation specialist’s recommendation to install drain tiles around the perimeter and 5–10' downspout extensions. She told the Board stormwater had ponded behind her unit after rainfall increased and that underground downspouts appeared submerged. Board members and staff discussed whether the issue is an HOA responsibility or a neighborhood drainage matter; Mr. Schultz reiterated that drain tiles are typically an HOA matter but thanked her for informing the Board.
Separately, District Counsel Tony Pires presented a template Grant of Easement for drainage from PSGRC to the RRCDD and noted the template can be used repeatedly with a specific sketch and legal description added each time. The Board approved using the proposed grant of easement and Mr. Krebs said he is working on two additional drainage easements (Seaside II and Golf Course area) to forward to counsel when complete. Mr. Rainstin noted no work had yet started on the Phase I and II drainage improvements; staff said work would wait until the area dries and updates will be provided.
The Board approved the proposed easement template and asked staff to provide site-specific sketches and legal descriptions when individual grants come forward for approval.
