Board authorizes RG Architects via Bowman for gatehouse redesign; signage program approved

The River Ridge CDD authorized Bowman Consulting Group to retain RG Architects, P.A. as a subconsultant to redesign two gatehouses and approved a separate Bowman proposal to replace community monuments and signage.
Eric Long presented the RG Architects fee proposal, explaining the work will provide a facelift—not demolition—to two gatehouses and associated monument designs. The Board discussed zoning, elevation certificates, potential changes in flood zones and the need for construction plans and a new elevation certificate where required. Design and permitting are expected to take 12–18 months. The Board agreed to book the $62,500 expenditure as a reimbursable, to be invoiced to the CDD when financing is issued, allowing design work to begin without delay. Mr. Pires advised that the motion authorizes Bowman to retain RG under Bowman’s standard subconsultant terms and authorizes the Chair to execute documents after review by District Counsel and the District Manager.
Separately, the Board approved Bowman Consulting Group’s landscape architecture proposal for a Pelican Sound master signage program to replace neighborhood monuments, with near-term neighborhood monument costs charged to Pelican Sound replacement reserves. The Board named Mr. Long to lead the projects, with Mr. Blumenthal serving as Board liaison and monthly contact for communications.
The Board instructed staff to confirm subcontracting and markup details and to present a Subconsultant Agreement and Task Authorization for review. Work is expected to coordinate monument aesthetics across neighborhoods and include 3D renderings and visual aids for resident review.
