The River Ridge Community Development District Board of Supervisors unanimously appointed Keith Merrill to fill the vacant Seat 1, a term expiring November 2026, and Mrs. Cleo Adams administered his oath of office.
Mr. Schultz nominated Merrill, citing his long service in Pelican Sound homeowners association leadership and experience with community issues similar to those handled by the CDD; the nomination was seconded by Mr. Robert Twombly and approved by the Board. After the appointment, Mrs. Adams, a notary, administered the oath and, with District Counsel Tony Pires, explained required filings and training, including Form 1 financial-disclosure instructions, Form 8B memorandums of voting conflict, and the Sunshine Law and Code of Ethics for public officers.
The Board recorded the appointment in open session and added Merrill as an Assistant Secretary under the subsequent Resolution 2025-01. The district manager and counsel reviewed limits on email replies among Board members and emphasized compliance deadlines for required ethics training and public-records responsibilities.
The Board confirmed Merrill would begin participating in ongoing project discussions, including storm surge planning and capital projects. The next River Ridge CDD meeting is scheduled for Nov. 19, 2024.
