Planning commission recommends waivers for East Penn Manufacturing trailer park expansion

The Longswamp Planning Commission on Jan. 7 recommended that the Board of Supervisors grant a set of waivers for East Penn Manufacturing’s proposed trailer park expansion, after review of an HEA letter and a traffic-study plan to be prepared by the applicant’s consultant.
The Longswamp Township Planning Commission voted Jan. 7 to recommend that the Board of Supervisors grant a series of waiver requests for East Penn Manufacturing’s proposed trailer park expansion.
The recommendation followed a review based on a Dec. 27, 2024 engineering letter from Hanover Engineering Associates (HEA) and comments from the applicant’s representatives, Chris Williams of Barry Isett & Associates and Graig Lecher of East Penn Manufacturing. Barry Isett & Associates will perform a traffic study that HEA will review.
Commission members discussed site use — the project is for on-site storage of company trailers that shuttle from Lyons to Topton — and the applicant said it expects a decrease in surrounding traffic. The commission also asked the engineer to verify whether a stormwater fee of $1,000 per lot applies to the project.
The waiver requests the commission recommended to the Board were listed in a Jan. 7, 2025 letter from Barry Isett & Associates and include: a reduced curb depth (requested 18 inches), waivers related to delineating natural features within 200 feet of the site, waivers related to delineating man-made features within 200 feet of the site, consolidation of preliminary and final plan filing requirements, a waiver for interior slope requirements of stormwater detention basins, and permission to use high-density polyethylene (HDPE) pipe in lieu of reinforced concrete pipe for stormwater conveyance.
On a motion by Commissioner Greg Kupar, seconded by Commissioner Chris Moore, the commission voted to recommend that the Board of Supervisors grant the waivers listed in the Barry Isett & Associates letter. The motion passed with "All in favor." The recommendation does not itself grant the waivers; the Board of Supervisors must act separately.
Also noted in the commission’s meeting minutes: the Penn Manufacturing Trailer Park Expansion sketch plan and a lot-line adjustment for 330 West Weis Street were presented but received no action at this meeting. The Board of Supervisors has separately accepted developer time extensions on related plans and authorized the solicitor to advertise zoning ordinance amendments prepared and recommended by the commission.
Next steps: the traffic study will be submitted by Barry Isett & Associates for HEA review and the Board of Supervisors will consider the commission’s recommendation on the waivers at a future meeting.
