Council voices urgency over Parking Authority responsiveness; administration preparing MOU and financial review

Erie councilors said the Parking Authority’s lack of responsiveness has reached a tipping point, and the administration reported it is preparing a draft memorandum of understanding and asking PFM to review the authority’s finances.
Councilor Horton described operating “with the fierce urgency of now,” saying multiple attempts by council members, the mayor and legal staff to contact the authority have gone unanswered. Horton suggested the city prepare to file a court docket to compel engagement if informal outreach fails.
The mayor said the deputy solicitor is drafting an MOU that the city will present to the Parking Authority and that, in parallel, the city retained PFM to review the authority’s financials and include recommendations in a report to council. “We asked PFM to review the financials of the Parking Authority. We forwarded them to them and to perhaps include some recommendation or some information in their report to us,” a city official said.
Councilors said they want the authority to meet for a study session and to allow a new mayoral appointee, Andrea Carr, to attend when appropriate. The caucus discussion did not record formal action directing litigation; council members said staff would proceed with the MOU and financial review and would consider further steps depending on the authority’s responsiveness.
