Dialogue proposed a locally focused team including Port Angeles firms for mechanical/electrical and landscape design.
Council moved to authorize the city manager to enter a professional services agreement with Dialogue for design services not to exceed $1,283,641 and to allow the manager to execute related documents and modifications; the motion passed unanimously.
Council members praised staff, the competitive RFP process, and the inclusion of local partners on the consultant team. Staff said design work is expected to complete in 2027 and aims to reduce barriers to multifamily development in commercially zoned, transit-accessible locations.
